The Kelly report will be published this week, in an event which fires the starting gun for the reform of parliament.

Leaks ahead of the report’s publications indicated an end to MPs’ use of spouses as office workers, while outer London MPs would not be granted a second home allowance.

In addition, MPs will not be allowed to claim for mortgage interest payments on their second homes.

Some commentators and MPs are upset at the move. Many believe rent payments will cost the taxpayer more than mortgage payments. Others argue the ban on spouses is a form of discrimination.
