Last weeks revelation that cannabis potency had dropped since it was declassified to class B is a further blow to the government's case for moving it back up the penalty scale.
But Gordon Brown and home secretary Jacqui Smith remain intent on reclassifying the drug class B, reintroducing jail sentences and criminal records for those caught with it.
The move comes despite advice from the government's own scientific body, the Advisory Council on the Misuse of Drugs, saying cannabis use has dropped since the drug was mad class C.
Nevertheless, party strategists believe there's still considerable electoral gains to be made by being tough on drugs.
