Comments by a senior exam board chief have called into question the government's policy on diplomas.
Edexcel head Jerry Jarvis has warned thousands could be left with "worthless" qualifications over the diplomas, which are due to be introduced by nearly three-quarters of schools and the vast majority of colleges this September.
They are the government's first step on the road to replacing GCSEs and A-levels with the preferred combination of practical skills and theoretical knowledge.
Mr Jarvis raises concerns about levels of teacher training for the scheme, with only three days' training timetabled between now and the launch this autumn.
He also says the practdical elements of the course are not being given sufficient consideration at this stage, but the government insists diplomas are on track.
The first diplomas will be offered in subjects like environmental and land-based studies, business, administration and finance.
By 2013 the government wants all schools and colleges to provide the new qualification.
